Telangana Govt Mulls Over Self-Certification For Smaller Plots

The Telangana Municipal Administration and Urban Development (MA&UD) department has proposed a ‘Self-Certification’ grant system for structures built on plots up to 200 sq.mts (250 sq. yards). This proposal has been made based on the success of Telangana State Industrial Project Approval Self Certification System (TS-iPASS)


The purpose of this kind of self-certification system of building approvals is initiated to curb the corruption involved at various levels and expedite the property permissions process.

 

Prerequisites for the ‘Self-Certification’ grant system:

As per the proposal, following will be the perquisites for the ‘Self-Certification’ grant system:

  • Property owners or builders have to upload all the relevant documents online and pay the required building fee to avail the approval.

  • Occupancy Certificate (OC) would not be needed for plots up to 200 sq. mt (250 sq. yards).

  • The government plans to establish a seven-day deadline for scrutiny of the documents. If the concerned authorities fail to respond within the stipulated time, the permission would be considered granted and the applicant can begin construction on the applied land.

  • The property owners have to give a declaration that they would be held responsible and accountable and legal action could be initiated against them.


Advantages of the Self-Certification’ Proposal


All these ‘self-certification’ grant steps will allow the applicant to get speedy processing of his/her property application. It will also help in reducing the chances of corruption involved in the whole property approval process. We the people as a common small property owner will be benefit at last.


Stringent Actions for Fraudsters: 


The authority is planning to put stringent actions for those involved in illegal activities. It is proposed that if any property owner is found engrossed in illegal development, then he/she would be prosecuted (jail) for three years or fined 10% of the building value under Section 250, of the proposed Municipal Act.


Along with this, the civic bodies would be given the authority to revoke the illegal construction and anyone who tries to continue construction on the land or break the seal would be severely punished.


Incorporation of the Proposal in the Act:

It is reported that provisions like self-certification for up to 200 sq. meter plots would be incorporated in the Municipal Corporations Act and GHMC act.


More Plans Underway:


The GHMC commissioner has announced that, there would be a single application process for all departments like GHMC, fire services and Airport Authority of India (AAI) - especially for high rise building permission, etc. This will help the real estate builders and construction companies to launch their realty projects quickly.


The Greater Hyderabad Municipal Corporation (GHMC) was also interested in implementing self-certification for building permission in approved layouts. This will benefit independent small property builders a lot and the cost saved can be passed on to the property buyers.

Factors causing Property Price Rise

The rise in job opportunities played a major role in the increase in demand in commercial segments.
